The Olympic Park will only produce 9% of its energy from renewable sources, having promised to achieve 20%.
Darren Johnson commented: "This really is a miserable result. I know the organisers have had some difficulties but quite frankly this should never have been allowed to happen. It makes a mockery of the idea of a green Olympics.
"While it’s welcome that the organisers have taken up my idea of insulating local homes, it should have been an add-on to the very modest energy target."
